Shanghai Lin-gang Intellectual Property Exchange Center (SLIPEC) is a social organization established under the guidance of the China (Shanghai) Plot Free Trade Zone Lin-gang Special Area Administration. The Center was formally established in July 2021, under which is the Shanghai Lin-gang Special Area Intellectual Property Council, which manages the first market-operated assistance fund for intellectual property (IP) protection in Shanghai Lin-gang Special Area—Mutual Assistance Fund for Intellectual Property Protection.
The Center is dedicated to break through the barriers in creation, utilization, protection, management and service of IP in Lin-gang special area, improve the efficiency and quality of IP service, with which to help to promote the development of the economic and the establishment of high-quality industries in Lin-gang Special Area. The center is also devoted to building a platform for domestic and foreign information exchange, optimizing the innovation environment, vitalize innovative activities in Lin-gang Special Area. We hope to promote the building process of international innovation coordination and industrial cluster in Lin-gang Special Area and make contribution to the construction of Shanghai international IP protection highland as well as the realization of the city’s IP value.

Implementing international communication in IP creation, application, protection, management and services, and other related areas. Conducting commissioned matters provided by concerned units.
1.Implementing theoretical research, organizing academic activities, raising the level of academic standards, promoting the development and perfection of the IPsystem.
2.To serve enterprises, government and the society. Offering experts’ support in IP creation, application, protection, management and services, and other related areas.
3.Organizing IPconsulting, information exchange, and legal services. To recommend, review and carry out IP-related projects, and to promote the transformation of innovation achievements into productive forces.
4.Promoting international non-governmental academic exchange and collaboration. Implementing adult education and training project.
Shanghai Lin-gang Special Area Mutual Fund of Intellectual Property Rights Protection will actively implement and improve the function of mutual protection of intellectual property rights, continuously strengthen the operation mechanism of fund expansion, preservation and appreciation, rights protection and risk management, give full play to its leading role, and form replicable and propagable reform and innovation achievements to benefit other regions.
